MLC Inspection
From August 20, 2013, Maritime Labour Convention, 2006 (MLC, 2006), the 4th “pillar” of international maritime laws and regulations in addition to SOLAS, MARPOL & STCW, will come into force, which applies to all commercial ships and all seafarers working on board these ships. The entry into force of the Convention will make a positive and profound influence on protecting basic rights and interests of global seafarers, promoting fair competition and sustainable development of international marine shipping industry, and at the same time it challenged all relevant parties on full compliance with the convention in such a short time.
To assist shipowners, shipping companies and seafarer recruitment and placement service agencies to obtain necessary certificates, document of compliance, we may provide the following services upon your request,
1.Certification of MLC,2006
Under the authorization of the administration, review and issue Part II of Declaration of Maritime Labour Compliance, conduct maritime labour condition inspections on board, and issue or endorse Document of Compliance or Maritime Labour Certificate.
2.SOC of MLC,2006 (Voluntary)
For ships flagged with states that do not ratify MLC, 2006, review and issue Part II of Declaration of Maritime Labour Compliance, conduct maritime labour condition inspections on board, and issue or endorse Document of Compliance.
3.Approve or review crew accommodation plans for new buildings and ships-in-service if applicable according to the requirements of the Convention, other relevant conventions or flag states' requirements.
4.Assist shipowners or shipping companies to conduct gap analysis in implementing MLC, 2006.
5.Holding training courses and seminars of the Convention for relevant parties.
6.Problems and response measures for inspection of MLC by port state control.
7.Audit and certification for seafarer recruitment and placement service agencies.
8.Publications for shipping industries, as a guidance to implementation, such as, Guidelines for Implementation of Inspections of Maritime Labour Conditions 2009, Guidelines on Preparation of Part II of DMLC, and Guidelines on Preparation of Maritime Labor Management Manual, and etc.
